PLEASE refer to my telegram No. 74 of the 20th December last.
I had a conversation last night on the subject of the proposed internationalisation of railways in Manchuria with the Minister for Foreign Affairs. His Excellency informed me that the Japanese Government had definitely decided to reject the proposal of the United States.
They have not yet settled in what form their reply will be drafted; but until the excitement caused by the proposal in America has somewhat subsided, they do not propose to send it to the American Government.
